# How Much Does a Kitchen Remodel Cost in San Jose?

## Refresh, full remodel or layout change: three different budgets

San Jose's building division sorts kitchen work into the same three groups that drive cost, so the permit and the price rise together.

Moving from the second row to the third is where budgets jump. A layout change adds design drawings, often structural engineering, new drain and gas or electrical runs, more drywall and flooring repair, and a longer schedule before work can start.

## Where the money goes: cabinets, counters and appliances

### Cabinets

Cabinets are often the largest material line in a kitchen budget. The price follows the construction (stock, semi-custom or custom), the box material, the door style and finish, and the number of drawers, pull-outs and specialty inserts, which cost more than plain doors and shelves. Refacing keeps the existing boxes and replaces doors and fronts; it saves money only when the boxes are sound and the layout stays.

### Countertops

Counter cost depends on the material, the number of slabs the layout needs, seams, the edge profile, and cutouts for the sink and cooktop. An island with a waterfall edge or a full-height stone backsplash uses more slab and more fabrication time than its square footage suggests.

### Appliances

The appliances themselves are only part of the price. A range hood has to be ducted to the outside, a switch from gas to induction or a second oven may need new circuits, and a panel without spare capacity may need an upgrade. List the exact models before you ask for quotes so the electrical and ventilation work can be priced with them.

## Hidden kitchen remodel costs: plumbing, electrical, ventilation and permits

These items rarely show in a showroom quote, but in San Jose they often decide whether a project stays on budget.

- **Ventilation inspections.** San Jose requires kitchen exhaust fans to be ducted to the exterior with a Home Energy Rating System (HERS) report, and a replaced range hood needs a third-party HERS report, at least 100 CFM and Energy Star equipment.
- **Water-conserving fixtures, house-wide.** Under California Civil Code 1101.4, a permitted alteration to a single-family home gets final approval only after every noncompliant plumbing fixture in the house is replaced: toilets over 1.6 gallons per flush, showerheads over 2.5 gallons per minute and interior faucets over 2.2 gallons per minute. In an older house, a kitchen permit can mean new bathroom fixtures too.
- **Smoke and carbon monoxide alarms.** The inspector checks for alarms in each bedroom, outside each sleeping area and on every story, and the city asks for a signed affidavit. Missing alarms are a small cost but a common hold-up at final inspection.
- **Wiring and pipes behind old walls.** Opening walls in an older home can expose wiring or plumbing that has to be brought up to current code before the new kitchen goes in.
- **Removing a wall.** Opening the kitchen to the living room usually means a beam and structural calculations, and San Jose's over-the-counter path excludes any change to a load-bearing wall, so the plans go through review.

## How long the city review takes, and why it matters to cost

Time on a permit is time your kitchen is out of use, so the permit path affects your real cost. A same-layout remodel gets its permit online.

A layout change with plans can qualify for San Jose's Over-the-Counter service, with the permit issued during your visit, if the property meets the city's site criteria and the house is a one-story single-family home, the remodel is 750 square feet or less, and no load-bearing wall, beam or roof framing is removed or modified. Other remodels go to Standard Plan Review, where the city's target for alterations without structural calculations is about 10 working days for the first review and 5 working days for each later round.

Once issued, a San Jose building permit expires 12 months after issue or 180 days after the last approved inspection, so plan the cabinet and counter lead times before the permit clock starts.

## Are online kitchen remodel cost estimators accurate?

A kitchen remodel cost estimator multiplies averages: a room size, a finish level, a regional factor. It cannot see if your sink moves, if the hood can vent through an outside wall, the state of your panel, or which permit path your scope triggers, and those are the items that separate two kitchens of the same size. Use an estimator to test whether a refresh or a full remodel fits your budget, then price the real scope.

For the permit part, San Jose offers its own Building Fee Estimator for a general idea of permit fees. Kitchen remodel costs across the Bay Area also differ by city because each city runs its own building department and fee schedule: a kitchen in Santa Clara, Sunnyvale or Palo Alto follows that city's rules, not San Jose's.

## Is a kitchen remodel worth the cost?

Our kitchen page puts it this way: "A modern kitchen remodel is one of the best investments you can make, often recouping 70-80% of costs at resale." Buyers see the layout, storage and finishes. What protects that return is the work they cannot see: wiring, venting and plumbing done under a permit and signed off at the final inspection, since the city notes that sellers must disclose unpermitted work and that insurers generally will not cover damage tied to it.

## Getting a kitchen remodel quote you can compare

1. **Decide the scope first.** Same layout or new layout; it changes the permit, the trades and the schedule.
2. **Give every contractor the same list.** Appliance models, cabinet line and finish, counter material, sink and faucet, lighting plan.
3. **Ask what is an allowance.** An allowance is a placeholder budget for items you have not chosen; a low allowance makes a quote look cheaper than the kitchen you want.
4. **Ask who pulls the permit.** San Jose recommends that the applicant be a licensed contractor, because whoever signs the application is responsible and potentially liable for the work under it.
5. **Check the payment terms.** In California a down payment on a home improvement contract should never exceed 10 percent of the contract price or $1,000, whichever is less (CSLB; Business and Professions Code 7159.5), and later payments may not run ahead of the work done.
